The Biggest Video Game Publishers on Steam

Publishing revenue on Steam is extraordinarily concentrated. The top 100 publishers account for roughly $68 billion, close to three quarters of everything earned across the entire publisher list. Electronic Arts, PlayStation Publishing, Xbox Game Studios and Bethesda sit at the front, but the ranking rewards whoever you sort by: catalog revenue favours the majors, while median revenue per title surfaces smaller houses that back fewer, better-chosen games.

Catalog Size Is Not the Same as Revenue

The publishers at the top got there in two very different ways. Electronic Arts reaches that level on a catalog running well into the hundreds. CD PROJEKT RED sits in the same revenue bracket on a handful of games. Sorting by total revenue rewards volume, so read it next to the title count and the median column to tell a publisher with one enormous hit apart from one with a deep, consistently earning catalog.

Most Steam Games Have No Publisher at All

Around seven in ten released games on Steam list the same name as developer and publisher, which means they are self-published. That is the default outcome rather than the exception, and it reframes what this table is: the companies here are the minority who took on someone else's game. If you are weighing whether to sign with a publisher, the useful comparison is not what the majors earn but what a publisher's median title earns against what comparable self-published games make.

Steam Publishers FAQ

What is the difference between a game publisher and a developer?
The developer builds the game, the publisher funds and markets it. On Steam both are declared per title, and they are often the same company, since roughly seven in ten released games list an identical developer and publisher. When the two differ, the publisher is usually paying for production or distribution in exchange for a share of revenue.
How many game publishers are on Steam?
More than 70,000 distinct publisher names appear across the released catalog, but that count is misleading on its own, because roughly seven in ten of them are developers publishing under their own name. The number of companies that publish other studios' games is a small fraction of it.
Who is the biggest publisher on Steam?
By estimated catalog revenue the major publishers lead, with Electronic Arts, PlayStation Publishing, Xbox Game Studios, and Bethesda Softworks all near the top. How they got there differs sharply: some need a catalog in the hundreds to reach that revenue, while a studio like CD PROJEKT RED sits in the same bracket on a handful of games. Sort by title count and by total revenue to see both versions of the leaderboard.
Is Steam a publisher?
No. Steam is Valve's storefront and distribution platform, not a publisher. Anyone can self-publish through Steamworks by paying a one-off fee per title, which is why the store lists more than 70,000 distinct publisher names. Valve does publish its own games, but as a developer rather than in any role over third-party titles.
How much does it cost to publish on Steam?
Valve charges a $100 Steam Direct fee per game, recoupable once the title earns $1,000 in adjusted gross revenue. After that the standard split applies: Valve takes 30% of sales, dropping to 25% past $10 million and 20% past $50 million on a single game. There is no gatekeeping beyond the fee and a review pass.
